Unit AI derps against mass shield porc. Seems racketeers do not take shields into consideration and enough shields can just prevent racketeers from making headway.

determining whether a unit is under shields for targeting purposes would probably be expensive.

Racketier had their AI changed recently, could be related to that. Racketier will try and hold disaram for high metal value targets or something, if there's like 20 shields inflating it's HP that might make them all hold for 1 unit.

Either fix unit AI or do it manually, turn off OKP and area spread attack.

Ravens check if a target is under shields, i think. Checking shield by looking up shield emitters within radius of unit of interest for all unitai would be expensive of course, but alternative approaches could work near linearly, for example let shields tag units that are under them with a UnitRulesParam.

As a bonus, most shields already do something similar because of linking.
