It seemed that the circuit aimed at the location with most visible enemy value, not taking into account the metal value of present friendly units.

Yes. KGB actually checks to avoid massive teamkill when nuking or using other superweps (not that it does that hardly ever). Circuit will happily nuke itself into oblivion just to kill a dante or whatever.

There was a case where it ally nuked some guy in the campaign because the enemy snuck some raiders in the guy's base. Ban he for two days!
