I think if we didn't show empty rooms, people would use match making more.

If you didn't show empty rooms, you'd reach a point where there would be no rooms shown.

better option: selectively hiding specific rooms by default, showable with a "Show/Hide Special Rooms" checkbox.

If you want people to use the new system, give them incentive to use the system. "Better balance, no newbies, blah blah blah" -- there's an incentive for certain people to use the system. Do NOT force this down people's throats.
