I'd try penetrators, but i think your best chance is to facswitch to snipers instead.

Oh look, bouy. Yet another spammable super-well-scaling almost-allrounder. The counter to skirmishers used to be raiders, but with skirmishers dealing slow damage that's different. For some reason weird design decisions like this have been pretty common the last few years. I prefered early-ZK's Hammerspam over this, it was a smaller issue and had decent counters.

Bleh, I'm just complaining, maybe I should rename to Skasifury123. :(

Ducks got better vs snipers since weight decrease though.
Buoys just don't really have an easy weakness, their projectile is a bit too hard to dodge, even with raiders, and they have enough health to survive raiders. So raiders that are not good at dodging like scrubbers and scorchers, and raiders that rely more on alpha, like scrubbers and ducks, really have a hard time vs them.
I think buoys need a bigger weakness, maybe less range to make them lose against skirms and shift them more to an assault role, but still able to beat other assaults (and ofc riots)

The trouble is there are so many things Amph only has a counter to because Buoy is so good. It's their only workable answer to Rockos, for instance.
