Selection Rank is the unit state where the units with the highest selection rank gets selected out of a group of units? What is the best way to take advantage of that?

The best way to use this feature is to immediately disable it.

On a serious note, i've been thinking of setting bomb units to have highest priority and everything else to be equal, and setting the selection filter to only work with alt key pressed. Then i'd be able to quickly select the small pesky bombs crawling among huge mainline army units.

But i never felt i needed it. I can achieve the same by selecting everything and then shift-clicking on the bombs in the selection window. It's slower, but not by much.

Even considering the use of more than two tiers of selection priority strikes me as extremely stupid. For example, if i chose to add another layer to this system - say, bombs, air, ground - then a Swift passing over my land army with a Snitch crawling in their ranks would make me either unable to alt-select the Snitch or the Swift.

In that example, not only am i back where i started, but i also have to run faster to just stay in the same place.

I use to to not select defeces/eco structure when making big box selections.
Also, I change the state on the commander depending on whether I want to select it with my army or not.
Also, I have cons on a lower priority than army, so I don't cancel their queues when trying to move my army around.

Very useful feature imo.

Mainly use it so I can set guards at spies as priority 0, so the units you set to guard your cons, or the gremlins and fleas you want to stay put. Pluss what Fealthas said

I changed a few units to selection rank 3 from their default of 2:
  • All factories.
  • Combat constructors - Welder and Convict.

The runtime modifications I make are to set static scouts to rank 0. I've done this mostly for Fleas but have started doing it for other emplaced or patrolling scouts.
