Well if you can exit a game without losing rating in the first minutes then you could abuse this and leave the game if you don't like map or the enemy factory choice.

If you don't like having to play hard games, you can just insta-resign every second game to keep your rating low.

The only solution I see is using that "Report" button. The rating system is not there to deal with trolls.
