you mean restoring like terrorform restoring? i was told no, but the reality might differ.

yes I mean terraform restoring. I checked it last game. we got nuked by enemy and my units couldn't pass, they I wanted to restore and it cost metal. I had to give up.

What is the difference between using level downward and using restore? why should one use metal and not the other?

restore gives terrain exactly the shape of the map definition back.
the reason to no metal cost is to give make terrorform wars stupid.
