Comm gauss is gone and not coming back because units are not allowed to shoot on to land while underwater by order of General AUrankAdminGoogleFrog.

Two alternatives are essentially ready to go:

1) I can change comm gauss to "mass driver," which is also a skirm-range weapon but doesn't have the noexplode or shoot through water (but does considerably more damage to make up for it).

2) There is an open pull request for rebranding gauss weapons as "phase" weapons, which will fix the unrealism of high-velocity projectiles going through water no problemo (and the dysfunctional range gain with height). Were this to happen, comm gauss could be reinstated as the last gauss weapon (with noexplode but without water penetration).

Bring the Torpedo Launcher back! It was the best commander weapon.

I could see an argument for giving every comm a torpedo launcher, but it really shouldn't be a module, AUrankAdminGoogleFrog is absolutely right about that.
