How does tank beat Buoy monospam (what I used here)?

It really seems like Tank's lack of light raiders and no skirmisher is crippling if it can't exploit its incredibly good raider to gain a large advantage in the early game.

It also helps that Buoys are cost effective against all turrets (lotus, stinger, picket, faraday, stardust).
