Yes. But our picking method is simple. When giving out punishments we pick those who cause trouble, and we avoid those who don't. You never send any reports but receive a lot of them yourself, so you are much more likely to be chosen, and anybody who you think might be getting off easy is less likely (you never let us know via reports who that might be).
