Can a limp get an action limit on the number of units? For example, for 6-7 units, terribly infuriates when 1 limp affects 120 units, why the hell does it cost 150 metal instead of 1200?

This is similar to outlaw, thunderbird, maybe firewalker etc, even SErankGodde's recently demonstrated good use of blastwing. AoE only increases in power the more the enemy spends, which can be quite problematic.

An example with limpet in 1v1 is the duck phase. In recent times I've gone something like 8 ducks vs 10 but I used a limpet, the opponent did not, and absolutely cleaned up the enemy ducks with minimal losses on my side. Numerous times. It feels cheap and unfair at that scale, let alone the scale of 120 units.

I agree that the damage from (some) of these units should be "distributed" as opposed to maximum to all targets if you want to better balance them. How realistic this is as a suggestion though...
