Bolas seems to skew the balance pretty hard in Hover vs Shield on a flat map like this. I don't really see how Shields can steal the initiative, and are effectively stuck with responsive Bandit spam as long as Hover keeps making Bolas' because no other Shield unit can keep up with them.
