Example of extreme shockley use making large armies pretty much useless even with rescue lobsters present. Maybe 13.3 m/s is a bit cheap for keeping 10k+ blobs nearly permastunned (though I'd tend towards nerfing AoE rather than cost, to preserve the anti-superweapon role).

Edit: That said, it probably shouldn't be nerfed in isolation, as it is currently keeping some other high-powered things in check (such as Aspis).
