1) Make a Charon and a Tank Foundry.
2) Set the Tank Foundry's rally point to a distant but reachable location.
3) Assign the Charon to guard the Tank Foundry and wait for it to finish moving.
4) Produce a Tremor from the Tank Foundry.

Expected behavior: Tremor proceeds to rally point.

Actual behavior: Tremor waits for Charon to transport it.
