Things i in general would like wrt water weapons:
- [ ] Puppy can shoot itself as torpedo against submerged targets
- [ ] Badger mines can shoot torpedos if impacting water
- [ ] Blastwings can land underwater and become light depth charges
- [x] Dagger can shoot underwater targets
- [ ] Claymore is removed, Mace has rapid-fire gauss
- [ ] Ravens can reliably bomb underwater units
- [x] All melee units can attack underwater targets (scythe, jack, dirtbag)
- [ ] Limpet can float and cloak when on surface, allowing it to meaningfully harm ships
- [ ] Quake ignores water surface, so it can accurately target underwater terraform (bonus points if it causes tsunamis but that's beyond pipe dream level and way into licking acid stamps level)
- [x] At least one serious amphibious strider
- Generally every factory has at least a token anti-underwater weapon, same as almost every factory except hover has a token slow/emp/disarm unit.
