If a player types !waiting while they are an active player in a battleroom without an active battle, the multiplayer view of all battlerooms will make that one have a little .GIF of a red siren light somewhere on the battleroom description box, like on the map icon, or below the version number.
If the same player leaves or specs (but not goes AFK) then the siren .GIF thing ceases to exist.
