I'm curious about whether things like range upgrades/damage upgrades work on things added after the upgrades themselves. i.e, if I add a new weapon after adding the damage upgrade, will that weapon also receive a damage boost?

Damage/range upgrades are just a modifier. It is always applied.

It applies to all modules though.

In a silly example you could get a conversion first and the weapon later - it would come converted.
