Is this a bug or is it intended to prevent com rushes? It rather feels like a bug.

It should not work in air transports because those transports effectively stun their passenger. Upgrade should work on Surfboard.

stunned unit in transport makes sense. imagine cata reloading while transported. nasty high mobile alpha.
