It already says 90% victory chance. So the problem is probably more in the matchmaker allowing these games.

A solution would be either longer waiting times or getting more players to the game. I like the short waiting times though. Rather give newbies a game than have them wait and do something else.

Imo we can afford a bit longer wait times now. Say allow these games only if the win chance is at max 80% chance of winning for one side. I would rather wait a bunch of time than play a really bad game thats either too hard or too easy.

Or just have the starting treshold smaller and just have it decrease faster. So that the newbs would easily find matches but veterans would have to wait a little bit more.
