Can't Disable Global build

Im using steam version of the game, some time in the past, i installed a few widgets as an experiment, one of these was Global Build, i stopped playing for some time and when i got back, i found the game to be absolutely unplayeble for me with this widget, i searched every setting, even tried reinstalling game a resetting settings, nothing helped.

Use the search comand in the widget list for easy access. search for 'build' or something, that will cut down the 300-400 list down to like 5 so you don't have to look at every one.
