Auto-host specing players without map

In a couple of battles last night the game started while one player claimed "he did not have map". Still he was added to one team - resulting in one team having one player less.

Am I wrong to remember there was an auto-host behavior to spec players without map and re-balance before game start?... Is it still working?

I'm pretty sure that behavior exists. Maybe it broke recently.

Also, prior to doing that, the auto-host gives players 10 seconds to finish downloading the map.
