cbalance is broken

!cbalance is now the same as !balance.
In zero k (not PW), we cannot balance with clans anymore. It's broken. Used to work and balances with clans, now it simply doesn't.

I tested it with Licho by renaming to [DOOP]balancetest.
We did !cbalance and the balance would write that it balances with clans despite that we were balanced in different teams.
I tried !balance and it balanced exactly the same way.

This is a serious problem.

yea that's annoying..

I liked the way the players used to get !cbalanced in planetwars servers

but in normal servers.. !cbalance = !balance

and as a result, i had to play with some professional simcity developers..
