I can't engage enemy ships anymore with my starships. Why was this changed? Or what precondition is missing?

You need as many ships as there are enemy ships in orbit

so you are not allowed to defend yourself from those bigger then you? That seems like a pretty damn horrible way to set up being able to kill enemy starships...

This happens even to me.

Also we can not defend against bombing our planets if anyone has 6 ships and 3 jumpgates
