Already we've limited the exit and kick commands to people present at the start of battle (I think). So I think its time to further limit voteexit and votekick commands.
I suggest expanding the current limit to just players actively involved in battle or players active at the start of the battle. Spectators and resigned players should have
no reason once so ever to have the ability to exit or kick a player so
why do they have it? Instead its just an opportunity to troll, grief or cheat legitimate players out of a game.
