2 ZK is an RTS and therefore cannot put too much focus on commanders. An option to put even more modules on them would encourage com morphing even more. This could lead to some setups becoming more efficient than units (which would be against the design goals), while the majority of builds would still be vastly suboptimal (which makes the module stacking pointless). Comms are to stay owled.
