Early versions of CA had amphib vehicles/tanks. Using vehicle pathing means mappers will have an easier time creating borders between different areas than with amphib kbots.

Currently amphibs are only blocked by the steepest of cliffs. Compared to hovers, ships and other kbots they have much more access to different parts of the map. This means amphibs are very hard to balance to be viable on both land and sea without being extremely powerful on mixed maps.
