3 There might be some cases where you have an anti that covers an area where you only have low-valued stuff, then it would be ok to completely disable it. 4 The scenarios for that option to be useful are so unlikely that I wouldn't bother with it (you always can reclaim to 99% as sprang said). Nevertheless, the scenario I mentioned previously is way more common in maps like throne so the feature i proposed would have an use.
