You make this sound trivially easy. If opponents have heavy AA coverage, flea swarms/buried outlaws and general clutter in their borders scouting is not something you can do on a whim. That's not even counting cloaks. Scouting is crucial, no question, but it by no means cancels out burst building, especially its offensive use.
