I think this is underselling Envoy and Shogun a bit, and it is *definitely* underselling Scylla. A mobile tacsilo is no joke. It is more often done with Lobster though, to avoid anti-air and generally have a bit more flexibility.

Outside of maybe Scylla it is not something I would do without a good reason to want ships on water as well, though.
