Different votes have different thresholds for hte same amout of players.
Eg. !forcestart requires 2 !ys with 3 players, while !start requires 3.
Just saying
EDIT, acually the same iwth !exit, and !force.

That's because !force* specs people who are afk or who don't have map. If their votes were required there wouldn't be much point to it.

This is incorrect. !force starts a game regardless of AFK, download, or other statuses. !start specs people who are afk or don't have the map. !force basically forces the game to start as is without balancing or removing afk/downloading players from it.
