[Spoiler]What really seems to make people resign, or seem extremely weak in comparison, is air superiority on the opposing side. I mean Plane fac and not GS, plane seems to have a large psychological effect on people, even spending 900 metal on nearuseless SAA
Psychological factors

This is often complicated by a few factors:
Planes dropping bombs; every bomb that is dropped, hits, and kills, makes someone's morale worse, thinking the person can do more than they actually can.
MAA very "weak", as then people tend to ignore the MAA and instead work on SAA, which is much more costly.
What I am saying is, in the case of Planefac, psychological effect>actual units killed.
I notice this after a battle, my last one at this point and time, where the bombs rarely struck my units, but I never expanded after whilst the planes could have been shotdown by MAA, and I only lost a few units to bombing runs, but it pretty much forced my eco into defense and I never really escelated.

People are forced to make AA
A single Wyvern bomb, even if the bomb killed nothing, often reminds people of the omnipotence, and makes them more defensive
Large, constant raids sap morale, especially if it is against a critical target
An army's reluctance to move out, in case they suddenly get dived bombed by 10 Ravens
