Ignoring that my computer reset at around 14:50, what's a good tank counter to grizzly+scallops?
Emissary doesn't work due to how slow it is to get moving against after firing and because it misses all the time.
Cyclops are too slow and just generally pathetic.
Minotaur's bullets are so slow that it needs to be at point-blank (iow: Scallop) range to do anything against the retreating Grizzlies. AND they will fire on the Grizzly in preference to the more dangerous (at that range) Scallops (and just ordering them to kill the Scallops means they stop chasing the Grizzly).

Cloaked cyclops?

That would have worked.
I keep forgetting that you don't need a cloakfac to build an Iris.

IME the question is not "how to counter the specific scallop-archer-grizzly-flea-ball that Jasper always builds" but "how to counter Jasper who always builds that ball".

My solution is winning at scale: the ball is necessarily slow. So in 1v1 or low-density teams, raid (and then thunderbird raid) around the map to prevent the ball-maker from being able to afford the ball and its continuous repairs; then finish them with whatever method of your choice at 2x income superiority.

In FFA it becomes harder because raiding is not as zero-sum, but again if the map is not closed enough you can just ignore the ball, porc a little to make him require one or several Paladins, and then go for a superweapon of your choice.

You had fleas but with a cloak I would have been able to actually get the Cyclops in range and you wouldn't be able to attrit from a distance so easily.
Though yeah, unsure if it would have worked.

firewalker does make a nice job against amphbally normally (leaves naked grizzlys which you can deal then with other tools)
