VSYNC stutter

I'm wondering if there's some setting that needs turning on or off to prevent VSYNC from causing a noticeable stutter when panning around the map. It only happens when VSYNC is enabled, however without VSYNC I get horrible tearing.

I hope someone might have a solution as I've spent the good part of an hour mixing and matching settings to try and figure it out...but to no avail.

Are you using any overlays?

No, I'm not. I turned off steam and my discord overlay is already disabled.

One thing to note, as I was playing with the advanced camera settings, I noticed that if I set it to the last configuration in the list, the lag disappears. But if I use default or any of the other settings, the stutter returns. Very strange.

Before doing anything else, turn VSync off, start a game, and type "/fps" into the in-game chat. An fps counter will pop up in yellow at the top-right corner. Do whatever you were doing when the stutter happened, and check the fps. Most likely your FPS is dropping below your monitor's refresh rate (probably 60), and when that happens with VSync on it cuts the framerate in half[*], which is probably why you get stutters.
