Is there a way to speed up replay speed or start replay at time X (midway, towards end, etc?)

You can use the + and - keys to adjust the replay speed.

also you can say "/skip (number)" and the replay will jump to that second.

With "/skip 1" you can jump instantly to the point where commanders appear on the field, so that is quite useful.

Note that it is impossible to play or skip backwards.
