It's a map/engine feature. Make me wonder though what is so special about hovers on this map, that the author made 1.5 speedup only for them.

From the perspective of logic and balance, it makes zero sense. But it sure is fun to zoom around with scalpels that move faster than the average raider.

Also dagger on this map moves almost like a flea.
