Unit staying and blocking factory even when able to move out

At about 8:00 a Quill is built. The factory entrance isn't totally clear but the Quill should be able to at least move from the spot where it was built. A Dagger is somehow built underneath it and leaves the factory. The Quill then sits there for about 2 mins, preventing anything else from being built, even when the units in front of the factory entrance have moved away, until I notice and move it.

I thought as long as the factory entrance is not completely blocked, new units will move out far enough to allow subsequent units to be built?
