Hover vs Tank seems pretty hard, it's another matchup where kodachis are easy enough to deal with (Bolas beat them handily) but Blitzes deal with Bolas fairly convincingly, which forces Mace to deal with them. Maces are slower than Minotaur/Ogre, so hover gets forced into a defensive position to avoid being flanked. From there Noobula just built Likhos, which seem exceptionally hard to deal with.

Scalpel is a pretty traditional counter to tanks, it leaves Kodachi on 10 HP to be cleaned up by anything else, two of them kill a Blitz for free at less than 50% extra cost to build up attrition, and Scalpels are even more efficient against Ogre. Minotaur does okay but isn't too hard to stop effectively once you've built up some attrition, Emissary is a decent answer to Scalpel but expensive and slow to make its cost back.

Welder allowing for fast and safe expansion + Kodachi/Blitz pressure is still good, and Otago has enough terrain and chokepoint it makes it fairly hard for Hovers to put pressure back onto them I think. On flatter maps Dagger ball into Scalpels should keep up with tanks, but I think it's too easy for Tanks to be safe on this map and get enough metal advantage to air switch for free (this is Otago, RIP gunships start).

bolas spam into scalpel spam seems fine in the early game. But you need something to deal with killagers...
