While I do not like the idea of publicly nameing others, I do believe of all ways of reporting smurfing / destructive gameplay this public one is the one to choose, so the player in question knows who reported him and has a chance do defend himself against the allegastion.
Since recent changes in the Elo system have been among other reasons because of smurfing and that practise now appears to be generally banned, I do feel it is also necessary to consequently report such behaviour, at least if the player is consient about how it is regarded by the community.
I hereby report the player "dreamsBecomeReal" as smurf. I have informed him about me doing so.

As my player list is sill showing approximate elo, I also noted that the player had an Increse from ~1350 to 1550 in less than 1 day. While some of that will be due to starting bonus, it clearly indicates the impact on balance (disproportionate amount of victories).
