3 Currently they are available for everyone because this is supposed to allow interesting play. [spoiler]In reality it is extremely rare to see cloaker used for something else than roaches and area shield accompanying a non-shieldball army. Perhaps the skill ceiling is too high for the current playerbase?[/spoiler] Djinn is not available "publicly" because it makes play less interesting as it simplifies logistics. [spoiler]Arguably Djinn sucks too much to be usable anyway.
