What I would do is give it a lot longer, more controlled bombing run, more AoE, have it set a burn DoT, probably up the weight. One of the origional visions for Pheonix was that it would suppress groups of raiders on large maps like comet catcher which have a disordinately long raider game. Planes are good on maps like that, so being able to beat raiders when they get to huge packs (This is like, flashspam days) was it's job. It ended up being better vs midrange units, which is what the Thunderbird excells at now. A long burn duration would allow it to lay down firewalls which assaults have no real trouble crossing but become dangerous for low HP units like raiders. Burn DoT also makes it excellent against large groups of statics like windgens, nanotowers, solars, LLt lines, and even factories early on (Which could either be an awesome early niche use in team games or totally abusive, but yeah).
