7 Fireballs can be stackable. Shift the damage from the "on-fire" condition to the fireball itself. Also, you'd have to go through another frustrating rename, because it's not a phoenix if it drops claws. 7 Fireballs can be stackable. But yes, claws would work for an "area-denial/slow targets bomber". Not really DOT though, just "only hits things that wait around for the claws to deploy".
