FA is about as old as CA, I'm not sure line formation was even invented in the Spring community by then. The modders in the SupCom community probably have never thought of this idea so you most likely won't be able to get it via mods either. As for whether it's possible to implement in FA, I think you would need to ask one of those modders for that.
