Isn't there like a second, a little larger circle when placing antinuke, that indicates that it may intercept nuke but it is not 100 % effective?
Or does that circle indicate something different?

The larger range is the engine range. This is set to an extreme value to avoid cases where the engine would decide not to fire the interceptor for internal reasons, and is virtually irrelevant to a battle. Unfortunately, hiding what is effectively an implementation detail is harder than it might seem.
