Because shields are only the namesake, not the full functional description.

It is perfectly acceptable not to make thug, felon, or area shields. Out of these units, only thug is really seeing play, and even then, it's optional (I very rarely make anything with shields, but shield fac is one of my most played).

The meat and potatoes of a factory tends to be its raider, then 1-2 of either its skirmisher, riot, or assault. Most of the other units are dressing and are only used when the game goes long, or as 'support' (by a very broad definition).

Just like how as cloaky, you don't need to make any stealth units. As amph, you don't need to go underwater.
