Buoy is good against most of jump on flat ground. Buoy easily kills placeholders, can fight moderators on equal terms, can slow and kite jacks, and has enough hp that firewalker isn't too bad. The only thing jump fac has that troubles buoy is pyro, but a group of buoys can still fight a few pyros, and you can add archers.

Between the tank and the slow, Buoy really dulls the edge of skirmisher vulnerabilities both to raiders and to long-range low-alpha damage.

Buoy, Moderator, and Placeholder have around the same range, 400-500 elmos, and move about the same speed, 50-60 elmos/second.

I think moderator spam on fight-move is pretty good they have slightly less range then buoy but are cheaper and faster. I think the main cause of your lose is because he out-expanded you.

I don't have all that much direct experience with the matchup, but 1v1 winrate data tends to support this assertion. (The low quantity of this data and the existence of Firebreak in the 1v1 MM pool, on which Amph seems to be strongly favoured, makes me a little cautious about this though.)

Personally I would take that data with a grain of salt, as I would guess I make up a fair bit of it, since I've been spamming jumpbots despite not being very experienced with the game, and I've been facing against and losing against amphs quite a bit recently.
