Unless this is an elaborate pun, my guess would be a constructor reclaiming a fusion.
I mean, with some abstraction it could also be a kite on an anchor. With a very woolly line.

No because it's an obvious pun and the reactor is the most obvious way to get the second part. Meanwhile it would be hard to convey the word through builders alone because even if they do stuff together they never really merge.
