I've looked through almost every widget activating/deactivating nothing solved the problem:

well, you could probably at least manipulate it out of your way with ctrl+F11

Try typing
/luaui disable

to completely disable everything. When you're done, type

/reload

To reload it again.

- i did, you cannot select it :D cannot move around

It flickers when zooming in and out? I had that some months ago when water was set to 0 or 1. There is no water on your map, but try to change the water settings to see if it helps. Enter one of the following commands ingame (don't forget the slash):
/water 2
/water 3
/water 4

Alternatively, does that window show commands when you select a unit?
