I suppose that they are avoiding IP-ban by using VPN or other anonymizing techniques.

So I thought may be it worth to forbid such techniques for account creating? Technically it is not complicated, there exist services (API) that would check provided IP and inform whether it is genuine (regular ISP) or some anonymizer (VPN, tor, hosting provider etc).

It is not free, but the cost is negligible (like $0.003 per query).

The only objection I can see it may be for some users there are legitimate reasons to create an account via anonymizer?

If trolls ever became anything more than a minor nuisance we'd probably be able to tweak ZK to do the data gathering required to identify them.

But Zk isn't smurf problem like older times GBrank[Anteep], DErankDavid1995 etc. They are gone. Sometimes old player start play from newly created account but it's occasionally. Btw they are unbanned now?

I constantly observe players with single-digit level that not only play quite well (you can say they came from other spring/RTS games), but by they messages it's clear they are well acquainted with the specific ZK features, users and memes.

Issue is, some areas (like myself) have dynamic Ip. Restart router, bam, new Ip, it's legit, happy go lucky to new acc. This would only work for static IP ISPs which are not many. Mostly just america, that I know of.

ban your face, btw just make their elo stay the same no matter how many accounts they create.
This way, even if they play games,it will not impact the balance, or something like this.
Is this possible somehow?
Under stay the same I mean their highest original elo. It should decrease and increase depending on win/lose independent on which account they play.

First, with regional ISP, the IPs usually clustered in blocks.
Secondly, with the aforementioned API you can get the ISP, the city, and the postal code. Hence, if a user been banned, and in a few days someone opens a new account with the same parameters, pretty sure it's the same banned user. Of course, if the user base was millions of people, it would not work well, but with the current numbers there will be very few false positives, if any.

Balance isn't the only problem. The fact that they were banned indicates that they break the rules, exhibit behavior not suited for this game and this community, and that your suggestion doesn't solve.
