Why do planets no longer become neutral after 50%? It seems like this will bog down PW combat even more. Every change these days seems to be pro-stalemate -- surely we want bombers to be effective!

One of the huge problems with this is that you cannot attack your own planets to increase the IP there.

There are many situations, then, when you are the owner with only a sliver of IP but cannot increase your hold there because you do not own it. Yes it is possible now to own a planet with 5% IP while the enemy has 49% IP there, and be unable to attack it. The moment the enemy takes it they'll have something near 70% control uncontested.

The other problem with removing nuetral is the spec-to-win thing (or even just no non-allied players being online). Right now you can overcome spec-to-win by threatening to attack the neutral worlds, which means players will have to play or risk losing them.

Change was added for several reasons:

  • it reduces the cases where players play on side where its better to lose (because planet has fixed owner and "joing ground forces" allies play on same side

  • it eliminates abuse where a neutral faction can effectively take planets without breaking alliance by having third party first reducing the planet to below 50% and then attacking at will

  • it reduces the number of ownership switches of contested worlds and increases stability. Its not harder to capture a planet but a captured planet will usually stay captured for longer time.

Yeah, it is needed for those reasons, but it presents a new set of problems. So other solutions need to be made for spec-to-win and not being able to attack your own worlds, which the neutral thing were helping to reduce the severity of.
