No, they cannot force fire ground.

However, they can shoot at shield provided there is a flying unit (Drone) within it, causing the shield to deplete.

Yeah if your enemy has AA it may be worth turning off drone production for the guardian commander to avoid taking random attacks or splash that might hit the drone. Drones cause all sorts of annoying interactions.
